This study analyses the promotion of collective action for agri-environmental public goods and addresses externalities by reviewing the experience of various OECD member countries. Twenty-five cases from
13 countries (Australia, Belgium, Canada, Finland, France, Germany, Italy, Japan, the Netherlands, New Zealand, Spain, Sweden and the United Kingdom) are examined. The study shows that collective action should be given serious consideration as a means of addressing many agricultural and natural resource issues, and in some cases collective action should be actively promoted.
This twentieth edition of the Agricultural Outlook, and the tenth prepared jointly with the UN Food and Agriculture Organization (FAO), provides market projections to 2023 for major agricultural commodities, biofuels and fish across 41 countries and 12 regions: OECD member countries (European Union as a region), key non-OECD agricultural producers (such as India, China, Brazil, Russian Federation and Argentina) and groups of smaller non-OECD economies in a more aggregated form. This Monitoring and Evaluation report of agricultural policies covers OECD member countries and a range of emerging economies which are key players on agro-food markets: Brazil, China, Indonesia, Kazakhstan, Russia, South Africa and Ukraine. This edition shows that after a historical low reached in 2011 the support increased slightly in 2012. In the longer term perspective the OECD estimations of support confirm the downward trend in support to farmers, while in some emerging economies the support is increasing although from a lower base.

This is the 18th edition of the Agricultural Outlook and the eighth prepared jointly with the Food and Agriculture Organization of the United Nations (FAO). It brings together the commodity, policy and country expertise of both organisations, and input from collaborating member countries. The report provides world market trends for biofuels, cereals, oilseeds, sugar, meats, fish and dairy products over the 2012-2021 period and contains an evaluation of recent developments, and key issues and uncertainties in those commodity markets. A jointly-developed modelling system, based on the OECD's AGLINK and on the FAO's COSIMO models, facilitates consistency in the projections. This edition includes a special feature on the challenge of increasing agricultural productivity growth in a sustainable manner.
Many fisheries around the world are characterised by excessive fishing effort, low productivity and inadequate profitability. Considerable benefits can be made from rebuilding such fisheries. This publication analyses the issues and challenges governments face as they develop and implement plans to rebuild fisheries. With more than two-thirds of the world's poor living in rural areas, higher rural incomes are a pre-requisite for sustained poverty reduction and reduced hunger. This volume sets out a strategy for raising rural incomes which emphasises the creation of diversified rural economies with opportunities within and outside agriculture. Agricultural policies need to be integrated within an overall mix of policies and institutional reforms that facilitate, rather than impede, structural change. By investing in public goods, such as infrastructure and agricultural research, and by building effective social safety nets, governments can limit the role of less efficient policies such as price controls and input subsidies.

As part of the 12th Entretiens du Centre Jacques Cartier, a conference on organic agriculture was held in Lyon (France) in December 99. Organized by the Institut Supérieur d'Agriculture Rhône-Alpes (Lyon) and the Université Laval (Québec, Canada), the conference provided a process report on the state of organic agriculture in Europe and North America. Researchers, professors, professionals and producers from more than 20 countries were present. 4 themes were discussed: the situation in Europe and North America; the issues with a specialization of production systems; the producers facing a changing market; the role of public policies.

Settlement dynamics have been reshaping West Africa's social and economic geography. These spatial transformations - high urbanisation and economic concentration - favour the development of market-oriented agriculture.
With the population of West Africa set to double by 2050, agricultural production systems will undergo far-reaching transformations. To support these transformations, policies need to be spatially targeted, improve availability of market information and broaden the field of food security to policy domains beyond agriculture. They need to rely on homogeneous and reliable data - not available at present - particularly for key variables such as non-agricultural and agricultural population, marketed production and regional trade.
This report reviews recent trends in agricultural innovation systems (AIS) and discusses the impact of a wide range of policies on the creation and diffusion of innovation in the agricultural and agrifood sector.
